The alarm bells have been ringing in Europe over the past few years, signaling that Europe’s traditional reliance on the American security umbrella has passed its expiration date. With Washington dramatically rewriting its relationship with Brussels — from European security to climate change — while still requiring Europe’s cooperation on China policy and beyond, the need to rethink the foundations of this multigenerational alliance is urgent. At the same time, the 2025 U.S. National Security Strategy contains unusually direct language about Europe’s strategic trajectory, including urging Europe to “regain its civilizational self-confidence” and move away from what the document calls a “failed focus on regulatory suffocation.” What do such characterizations mean for transatlantic relations? Where do the gaps between Washington’s and Brussels’ goals truly lie — and where might a renewed basis for cooperation emerge?

Jeremy Shapiro

Jeremy Shapiro, Research Director at the European Council on Foreign Relations.

Jeremy Shapiro is the research director of the European Council on Foreign Relations. His areas of focus include US foreign policy and transatlantic relations.

Shapiro was previously a fellow with the Project on International Order and Strategy and the Center on the United States and Europe at Brookings, where he edited the Foreign Policy program’s blog Order from Chaos. Prior to Brookings, he was a member of the U.S. State Department’s policy planning staff, where he advised the secretary of state on U.S. policy in North Africa and the Levant. He was also the senior advisor to Assistant Secretary of State for European and Eurasian Affairs Philip Gordon, providing strategic guidance on a wide variety of U.S.-European foreign policy issues.
