On Saturday, July 19, Network 20/20 invites you to participate in Silent Tides — an immersive, half-day geopolitical war-game developed by Wargaming Lab at the College of William & Mary, a crisis simulation powerhouse shaping future policy leaders.

Unlike traditional war games, Silent Tides doesn’t simulate kinetic conflict. Instead, it challenges you to compete for regional influence in Southeast Asia by crafting long-term strategies, evaluating real-world policy decisions, and navigating limited resources in a high-stakes environment shaped by global competition.

ATTRIBUTION:
Kyuri Park is an incoming Lecturer (Assistant Professor) in International Relations & International Security at Victoria University of Wellington’s School of History, Philosophy, Political Science, & International Relations, starting February 2026. Currently, she is a Security and Foreign Policy Postdoctoral Fellow at the Global Research Institute (GRI) and a faculty affiliate of the Public Policy Program at the College of William & Mary (W&M). Previously, she was a faculty affiliate of the Government Department at W&M and a 2022–2023 Postdoctoral Fellow at the Shorenstein Asia-Pacific Research Center (APARC) at Stanford University.

Research: Dr. Park studies international security and cooperation, with a regional focus on the Asia-Pacific. Her current book project, Connection Strategies of Asia-Pacific Secondary States: Security Cooperation and Network Power, examines the evolution of security cooperation pattern in the Asia-Pacific region, where we observer the intensifying US–China competition over time. Using a dataset of over 3,000 joint military exercises (JMEs) from 1970 to 2024, the project reveals patterns of cooperation that are often overlooked when viewed solely through the lens of formal alliance ties.

Link to the Silent Tides: Her research informed the design of the original strategic wargame Silent Tides, which explores how U.S. elites respond to shifting security cooperation dynamics in the Asia-Pacific amid China’s rise. The scenario is grounded in her empirical analysis of regional cooperation patterns, drawing on a comprehensive dataset of joint military exercises (JMEs) and in-depth case studies. The game was developed in collaboration with William & Mary’s Wargaming Lab, which played a crucial role in designing the game mechanics and successfully implementing the simulation on April 4, 2025, at W&M’s Washington, D.C. Center.
