In recent years, technological advancements have increasingly been driven by civilian commercial progress rather than military research and development. This shift, propelled by rapid innovations in consumer electronics, artificial intelligence, biotechnology, and satellite systems, raises important questions for the Army. Should it pursue stronger partnerships with private industry, or should it invest more deeply in its own R&D to foster internal innovation? How can procurement from private businesses be streamlined? And what will the Army’s future technological priorities be, whether developed in-house or through private collaboration? The answers to these questions will be critical in determining how the Army stays ahead in an ever-evolving technological landscape.

SPEAKERS:

Mr. Young Bang

Mr. Young Bang was appointed as the Principal Deputy Assistant Secretary of the Army (Acquisition, Logistics & Technology) on 8 March 2022. As the Principal Deputy, Mr. Bang advises the Assistant Secretary for Acquisition, Logistics & Technology and Army leadership on all matters relating to Army acquisition.

Prior to joining ASA(ALT), Mr. Bang served as the Chief Growth Officer at Atlas Research where he used his broad knowledge of the Federal market to guide the firm’s growth in existing, adjacent, and new markets/capabilities. His extensive experience in business positioned Atlas Research for growth and scale with an exit event through a M&A in 2021. Previously, Mr. Bang was a Partner and Senior Vice President who focused on Cutting Edge Technology (Quantum, Artificial Intelligence, Deep Learning. AR/VR/MR/XR etc) and Digital Transformation (Modern Software Development, Big Data, Cloud, IoT) to drive growth across multiple markets from Army, Navy, Air Force, Joint, Intelligence, Health (Federal and Commercial), DHS, DoJ, DoT and DoS. Prior to that, Mr. Bang worked as a Solution Architect at KPMG Consulting. Prior to 2001, Mr. Bang worked in Product Development in the Telecom Industry (hardware and software) and startups during the dotcom period. Prior to that Mr. Bang served in the Army in various leadership positions across Ft Bragg, Korea and Aberdeen Proving Grounds.

Ms. Jennifer Swanson

Ms. Jennifer Swanson is the Deputy Assistant Secretary of the Army for Data, Engineering & Software (DASA(DES)), Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)). In this position, Ms. Swanson leads implementation of modern software practices including agile software development and DevSecOps, data centricity, and digital engineering across ASA(ALT). Since standing up DASA(DES), she established a Unified Data Reference Architecture (UDRA) which will enable digital transformation by giving Program Managers and industry partners guidance on how to produce, share and consume data. At the direction of the VCSA, she co-led a Capability Portfolio Reliew securing senior leader endorsement to drive agile development and DevSecOps throughout the Army. And under her leadership, the Request for Proposal process is changing to require industry to deliver using modern software practices.

Prior to joining ASA(ALT), Ms. Swanson served as the Director of the U.S. Army Communications-Electronics Command (CECOM) Software Engineering Center (SEC) headquartered in Aberdeen Proving Ground, MD. As Director, she oversaw a global mission, running an organization of approximately 3,000 military, civilian and industry employees, with an annual budget in excess of $700 million. She provided state of the art software engineering products and services throughout the Army.
