H.E. Mr. Mohammed Loulichki, former Ambassador of the Kingdom of Morocco to the United Nations
Ambassador Mohammed Loulichki holds degrees from the National Institute of Administration in Rabat (1974), the Rabat School of Law and the University of Paris/Sorbonne (1979). He joined the Ministry of Foreign Affairs of Morocco in 1974 and, since then, has served as Legal Counsel (1982-1991); Director-General of Multilateral Affairs and International Cooperation (2003-2006); liaison to and coordinator of relations with the United Nations Mission for the Referendum in Western Sahara (MINURSO) in Laayoune (1999-2001); and staff member and, later, Chef de Cabinet of the Ministry of Foreign Affairs and Cooperation (1991-1995).
In the course of his long diplomatic career, Mr. Loulichki, who has been the Permanent Representative of the Kingdom of Morocco to the United Nations in New York since 2008, has held the posts of Permanent Representative to the United Nations and Other International Organizations in Geneva (2006-2008), Ambassador and Deputy Permanent Representative to the United Nations in New York (2001-2003) and Ambassador to Hungary, Croatia and Bosnia and Herzegovina (1995-1999).
Ambassador Loulichki has also served as Vice-Chair of the Security Council Committee established pursuant to resolution 1373 (2001) (the “Counter-Terrorism Committee”) (2012), Chair of the Working Group on Peacekeeping Operations (2012) and Chair of the Security Council Committee established pursuant to Security Council resolution 2048 (2012) concerning Guinea-Bissau.
As a member of the Human Rights Council, Mr. Loulichki has served as facilitator of the review process of the status of the Human Rights Council (2010-2011); facilitator on the question of the relationship between the Human Rights Council and the Office of the High Commissioner for Human Rights (2008); facilitator on the general guidelines for the preparation of national reports under the universal periodic review (2007); facilitator of the Council’s Working Group on the Universal Periodic Review (2006-2007); and Vice-President of the Council (2006-2007).
Mr. Loulichki has also served as Chair of the Moroccan National Monitoring Committee for Nuclear Issues (2003-2006); Deputy Coordinator of the Group of 77 and China in New York (2003); and Coordinator of the Group of African States at the International Telecommunication Union (2008).
