David Brulotte, Québec’s Delegate General in New York City

David Brulotte was appointed Québec’s Delegate General in New York City on August
14, 2024.
 
Previously, he held the position of Québec’s Delegate General in Los Angeles from April
2022, after serving in the same capacity in Tokyo for three years. In June 2018, Mr. Brulotte
was appointed Director of Asia-Pacific and Middle East for Investissement Québec (IQ),
the province of Québec’s financing corporation and economic development agency. Based
in Japan, he managed the operations of IQ’s offices in Japan, Korea, China, and India.
He was based in Paris from 2014 to 2018 as the business development director for France,
Italy, and Benelux in IQ’s Paris office. Prior to his role in Paris, Mr. Brulotte worked as a
trade commissioner for over two years at the Québec Government Office in London.
Before joining the Québec civil service, he worked in disarmament affairs for the United
Nations in Kathmandu, Nepal.
 
Mr. Brulotte speaks French, English, and Japanese. He studied in France and Singapore
and holds a B.A. in political science from Université Laval, a M.A. in international studies
and diplomacy from the University of London, and a certificate in management from the
University of Oxford. He has been involved in cultural philanthropy in Québec and
represented Canada at the Triathlon World Championships in 2017. He was also an
Ironman All World Athlete that same year.
 
He received the Université Laval Foundation’s Raymond Blais distinction in 2015 and was
a finalist that year in the ARISTA competition of the Jeune Chambre de commerce
de Montréal in the Young International Leader category. Mr. Brulotte received Rotary
International’s Paul Harris Fellowship in 2018.
